Ive written countless business plans and probably the best site ive used for business startup reference is the Government backed site for US Small Business Administration . They have a jam packed site for the small business and a section about writing a business plan.

Writing a business plan is essentially writing a diary for your business over the coming years. Your diary or planner should detail what you expect from your business and what your plans for the business are.
